ICO’s Executive Director…
International Coffee Organisation:The Executive Director, Mr. Néstor Osorio, was invited to address the 94th Annual Convention of the National Coffee Association of USA held in Florida from 3 to 5 March 2005. On this occasion, the NCA applauded the US Government’s decision to rejoin the ICO. Speaking on the topic “A new Beginning for the US and the ICO”, Mr. Osorio thanked the US coffee industry for its support and decisive contribution in conveying to the US Government the importance of returning to the ICO to enhance its role as a worldwide instrument of cooperation between coffee producers and consumers.Mr. Osorio stressed the political significance of this move. He indicated that the reasons that led to the creation of the ICO in the early 1960s, based on the need to provide producing countries with an effective instrument to improve their trading conditions, remained valid. Now, however, the approach was different and the ICO worked in a market-oriented framework without recourse to market intervention mechanisms but with the capacity to influence those variables which affect the market. More specifically, these included promotion of consumption, enhancing quality, diversification programmes and improvement of infrastructure. Mr. Osorio indicated that the world coffee market had begun to emerge from a crisis which had lasted nearly five years. In the forthcoming year, world consumption was estimated between 114 and 115 million bags, which would exceed production by some 7 – 8 million bags

While this was encouraging in the present situation, he made an appeal to producers to take account of previous experience and avoid the dangers in the future which could arise from indiscriminate planting. This was an opportunity to coordinate national and international efforts in the interest of attaining a sustainable coffee economy. In other words, any increase in production should only be in response to a commensurate growth in consumption.The Executive Director specifically recognized the constructive contributions made by the US Department of State, the US Trade Representative and other Government agencies as well as the role played by Congress in securing the reincorporation of the USA into the ICO.
